Delegates (the young people taking part in Dáil na nÓg) were elected from Comhairlí na nÓg (Youth Councils) in each county and big city around the country. The number of delegates from each area depended on the number of people under 18 there are living in that area.

As well as the 155 delegates elected to Dáil na nÓg through the local authority Comhairlí, a further 41 young people – representing special interest and minority groups – took part in the 2003 event.
They were elected by different organisations, and together with those elected to represent the local authority areas, brought the total number of delegates at Dáil na nÓg 2003 to 196 young people. The National Children's Office Comhairle delegates represent the following :
